GMH PROVING GROUND, LANG LANG

Thank you for your email of 3 July 2020 to the Hon Richard Wynne MP, Minister for Planning, about potential planning controls for the GMH Proving Ground at Lang Lang. As this matter is in my area of responsibility, I am responding on the Minister’s behalf.
 
Thank you also for highlighting the opportunities the potential sale of the GMH Proving Ground could present to the Victorian Government and the community. I note your proposal for the land to be used for a mountain bike park.

The Victorian Government has taken action to protect the environmental and cultural values of the GMH Proving Ground. Planning and environmental regulations are already in place, and state and local government approvals would be required if any significant development is proposed.
 
Regulations include provisions under the planning scheme to ensure that there is no net loss of biodiversity as a result of the removal, destruction or lopping of native vegetation. In addition, any proposed major development requiring significant removal of native vegetation would need to be considered for possible referral to the Minister for Planning under the Environment Effects Act 1978 and the need for an Environment Effects Statement. A referral to the Commonwealth Government under the Environment Protection and Biodiversity Act 1999 could also be required. An assessment under the Mineral Resources (Sustainable Development) Act 1990 would also be required if the site is proposed to be used for an extractive industry.
 
As you are aware, the Bass Coast Shire is an area of outstanding environmental, cultural and economic significance. The shire was declared a Distinctive Area and Landscape place under Part 3AAB of the Planning and Environment Act 1987 in October 2019. The Department of Environment, Land, Water and Planning (DELWP) will continue to work closely with Bass Coast Shire Council on  the Distinctive Areas and Landscapes project and consider this land as part of that process.
